VISÕES/VISIONS

VISÕES/VISIONS culminado no programa que demos a conhecer ao país em março de 2020. Inicialmente, o Plano para a Transição Digital foi apresentado com um total de 57 iniciativas, das quais 12 se destacavam como prioritárias. Hoje, mais do que duplicámos as iniciativas prioritárias – são agora 25 – e temos estabelecidas 66 iniciativas globais. Reforçámos o apoio à criação de mais e melhor emprego, à internacionalização das nossas empresas e à consolidação de um Estado dotado de ferramentas digitais e tecnológicas que o modernizem. Em articulação com outras áreas governativas, conseguimos desenvolver uma estratégia global, concretizada em projetos com metas claras para fazer face aos objetivos referidos. Desenvolvemos um dashboard das iniciativas que nos permite fazer um acompanhamento dos seus progressos e pontos de situação, tornando a execução de cada uma delas mais transparente e colaborativa. OPERACIONALIZAR E MOSTRAR RESULTADOS O Plano não só é meticuloso no papel, como também o é no terreno. É um projeto com operacionalização efetiva e do qual todos fazem parte. Hoje, temos já resultados dos quais nos podemos orgulhar, principalmente no que concerne ao Pilar I – principal motor de todo o Plano - na capacitação e inclusão digital dos cidadãos. Em articulação com o Ministério da Educação, o programa de digitalização das escolas é o nosso primeiro projeto prioritário e já se encontra no final da sua 1ª fase. We have reinforced our support for the creation of more and better jobs, for the internationalization of our companies, and for the consolidation of a State equipped with digital and technological tools that modernize it. With this is mind, and in articulation with other governmental areas, we were able to develop a global strategy and a goal-oriented approach that is being executed accordingly. We have developed a dashboard of the initiatives that allows us to monitor their developments and status, making the execution of each one of them more transparent and collaborative. OPERATIONALIZE AND SHOW RESULTS The Plan is comprehensive on both a strategic and executional level and aims to engage everyone in the country. Today, we already have results that we can be proud of, mainly regarding Pillar I - the main driver of the whole Plan - in the training and digital inclusion of our citizens. In articulation with the Ministry of Education, the school’s digitalization program is our priority project and is already at the end of its first phase. With the aim of encouraging technological modernization in education, with all the resulting added value, one hundred thousand computers with connectivity have already been supplied to students in the first level of School Social Action (ASE) throughout the country. By the end of the school year, we have set that all students who benefit from ASE will be covered by this program. The UPskill and Employment + Digital (Emprego mais Digital) programs are two more initiatives already on the ground, 20

as mais-valias que dela resultam, foram já entregues 100 mil computadores com conetividade aos alunos do primeiro escalão da Ação Social Escolar (ASE) por todo o país, estando prevista, até ao final do ano letivo, a cobertura de todos os alunos que beneficiam de ASE. Os programas UPskill e Emprego+Digital são mais duas iniciativas já no terreno, com vista à requalificação e especialização digital da nossa população ativa. O UPskill - em parceria com o IEFP, CCISP e APDC - é uma formação intensiva nas áreas das tecnologias de informação e comunicação destinado, de forma não exclusiva, a pessoas em situação de desemprego com o ensino secundário ou superior. Com o objetivo de formar 3.000 pessoas, este programa garante, após a fase de ensino, a contratação de, pelo menos, 80% dos formandos pelas empresas aderentes, com um salário bruto mínimo de 1.200 euros. Com 5316 candidaturas em novembro passado, a 1ª edição do UPskill arrancou com 25 turmas e 430 formandos por todo o país. Já o Emprego+Digital - que une o IEFP, a Estrutura de Missão Portugal Digital e a CIP - pretende promover a qualificação e a requalificação de trabalhadores ativos para a área digital, através de ações de formação especializadas. A meta, até ao final de 2021, era abranger 25 mil formandos. No entanto, cerca de um mês após a divulgação do programa, contávamos já com quase 24 mil formandos e 22 associações que se juntaram à iniciativa, num investimento global que ronda os 6,3 milhões de euros. Esta medida será agora alargada a outras associações empresariais, como a CCP – Confederação de Comércio e Serviços de Portugal e a CTP – Confederação de Turismo de Portugal. Com estes mesmos atores, preparamos agora a iniciativa Líder+Digital, destinada aos líderes desta transformação digital. Destaco também a Academia Portugal Digital, que se encontra em fase de conceção. Trata-se de uma plataforma que conta com uma ferramenta de diagnóstico de competências digitais, que vai permitir que cada O Plano não só é meticuloso no papel, como também o é no terreno. UPskill – in partnership with the IEFP, CCISP, and APDC – is an intensive training program in the areas of information and communication technologies aimed, not exclusively, at unemployed people with high school or college education. With the goal of training 3,000 people, this program guarantees, after the teaching phase, that the participating companies will hire, at least, 80% of the trainees, with a minimum gross salary of 1,200 euros. Employment + Digital – which brings together IEFP, Portugal Digital Mission Structure, and CIP – aims to promote the qualification and retraining of active workers to the digital field, through specialized training. The goal until the end of 2021 was to cover 25 thousand employees. However, about a month after the program’s announcement, we already had almost 24 thousand employees and 22 associations that joined the initiative, with an overall investment of around 6.3 million euros. This initiative will now be extended to other business associations, such as CCP - Confederation of Trade and Services of Portugal, and CTP - Confederation of Tourism of Portugal. With these same players, we are now preparing the initiative Leader + Digital, aimed at the leaders of this digital transformation. I also highlight the Portugal Digital Academy, which is currently being designed. It is a platform that has a diagnostic tool for digital skills, which will allow each citizen to learn about the most suitable training options, promoting digital inclusion and training paths in this field. 21
